1.研究の目的・背景

ヒューマンセキュリティとは、従来の社会・国家安全保障に基づく政策によっては十分に達成されることのなかった個人のケイパビリティ拡充を中心に据える発想である。既存の人間開発指標(HDI)は、比較検討を前提に、保健・教育・経済3点を定量的に理解する指標として作られてきた。これに対して、私たちはこれまで、資源へのアクセス可能性や社会的排除など質的に把握することでしか理解できない点を含みこんだ人間開発の評価を模索し、個別地域におけるケイパビリティを測定するために資源のアクセス可能性を考慮した新しいヒューマンセキュリティ指標(HSI)の開発と、そのための現地調査を積極的に行ってきた。

今年度は、これまでともに調査を行ってきたタイ・マヒドン大学とヒューマンセキュリティに関する共同研究発表会を行い、これまで作り上げてきたHSIの実効性や測定可能性について現地の知見をえるとともに、今後の開発に向けた知見を相互に提供しあう。共同研究発表での討議の知見を踏まえ、新しいHSIの開発をマヒドン大学などと協力しながら、現地調査を通して行ってゆく。

 

2.研究成果

1)現地調査によるデータの蓄積

本研究では、地域においていかなる社会的資源にアクセスすることができるか質的に把握することで、具体的な文脈に対応可能となるHSIの開発を目指す。この作業を通して、エンパワーメントのための各種施策の有効性や問題を把握可能になることが期待される。具体的には以下に示される都市部・農村部における5つの社会資源・環境資源に注目して調査を行ってきた。

1:森林、田畑、川池といった環境資源(その管理体制と利用権益、近年の環境変化)

2:互助組織や縁戚関係を通じたインフォーマルな互助制度の有無(参加資格、活動内容)

3:各種情報の有無とその伝達経路(教育の情報、都市部の生活様式、テレビ・ラジオ保有など)

4:農村金融(土地なし農民のアクセスが困難であることなど)

5:都市部ネットワーク(インフォーマルセクターへの教育・医療サービス提供)

 

 ローカルな文脈の中での社会的資源の分布と分配を質的に把握することを目的として、タイ北部チェンマイ、タイ東北部コンケン、タイ中部バンコクで綿密なフィールド調査を実施した。調査においては、これまで農村開発に関する共同研究を行ってきたチェンマイ大学、コンケン大学、そして首都バンコクでの公衆衛生分野での共同研究を行ってきたマヒドン大学からの協力を受けた。

各地域での調査内容を以下に述べる。まずタイ北部チェンマイでは、農村部におけるHIV患者とその家族が、村内での生活を経済的・社会的に持続させるための支援を行っている互助組織の活動を調査した。また同地域で活発なOTOP(一村一品運動)が、貧困層に対する雇用機会の提供と所得の向上にどのように寄与しているかに関する調査も同時に行った。つづいてタイ東北部コンケンでは、農村部低収入層が生活を維持・向上させる上で、非市場的資源交換がどのように、どの程度まで寄与しているかを中心に、経済的側面以外の社会資源の利用のあり方に関する調査を行った。また同地域における有機農業の普及が農民の生活安定化および向上に及ぼす影響に関する調査も行った。タイ中部バンコクでは、スラム地区で生活する都市部インフォーマルセクターが教育・医療サービスにどのようにアクセスしているかを中心に、社会資源の形成・利用され方に関する調査を実施した。

 以上の調査を通じて蓄積されたデータは、HSI開発のための基盤となる。定量データのみならず定性データを収集することには次の点で特に重要となる。まず社会的資源にアクセスしにくい(e.g. 村内の互助活動に参加できない、あるいは参加する意欲を持ちにくい)傾向を持つ人間集団を明らかにすることができ、さらにある人間にとってそもそも社会資源・環境資源がいかなるものであるか(e.g. 森林が生活に必要な資源か否かは、社会経済環境および当人の評価に基づく)を理解することが可能となる。上記のようにHSIHDIを補完するためのローカルな資源に関する質的指標であり、その開発のためには徹底したフィールド調査によるデータの蓄積が不可欠である。今後も現地の研究機関との連携のもと調査を続け、より一層のデータ蓄積を行う。

 

(2)国際会議の開催

これまでの調査データの蓄積をもとに、今年度は、これまでともに調査を行ってきたタイ・マヒドン大学とヒューマンセキュリティに関する国際会議をバンコクで行った(An International Conference on Asian Sustainable Development and Human Security, August 31st – September 1st)。この国際会議には、東南アジアだけではなくアフガニスタンやブータンなど14カ国から計85名の研究者・学生が参加した。会議のプログラムは以下の通りである。

この会議の大きな成果の一つは、これまで作り上げてきたHSIの実効性や測定可能性について、タイのみならずアジア各国の研究者等から知見をえるとともに、今後の開発に向けた知見を相互に提供しあうことができたことであろう。共同研究発表での討議の知見を踏まえ、新しいHSIの開発をマヒドン大学などと協力しながら、現地調査を通して行ってゆく。

 

3.課題と展望

国際会議で交わされた議論に基づき、HSIの課題と展望を述べる。我々が開発するHSIは、HDIを補完するというその特性上、本質的に次のような「曖昧さ」を孕んでいる。HDIが基本的に国家を単位として、保健・教育・経済3点を定量的に比較分析するための指標であるのに対し、HSIは地域間や地域内の格差に着目し、ジェンダー・エスニシティ・年齢・職業・病気といった人間の状況や属性が資源アクセスにあたってどのように作用するのかといった、よりミクロな視点からの分析を目的とした指標である。では、国家ではない適切な分析の単位とはどのようなものだろうか。地域か、県か、町か、村か、世帯か、それとも個人なのか。次に、社会資源・環境資源へのアクセスの状況を描く指標とは、定量的でなければ、どのようなものになるのだろう。膨大なテキストか、図か、写真か、音声か、あるいは動画だろうか。このような「曖昧さ」を解消する、明確な回答は存在しない。

一方で、この「曖昧さ」の中に我々のHSIの強みを見出すことができる。これは「曖昧さ」ではなく戦略的な柔軟さなのだ。HSIは対象とする課題や人間集団に応じて柔軟に運用できる分析の枠組や方法として捉えられる。HSIは固定された指標ではなく、フィールドからのフィードバックに基づいて不断の改編が為される柔軟な指標として開発されるべきである。

今後なお引き続き検討されるべき点は、まず国家、地域、村、世帯、個人といった分析の単位、そして統計、テキスト、図、写真、音声、動画といった指標のメディアがそれぞれ持つ強みと弱み(e.g. 個人に対する観察やインタビューから、その人間の考え、動機、意味づけさらには世界観に接近することができる。しかしそれのみによって議論をスケールさせることは困難である。)を明らかにすることであろう。
