論文要旨
本研究は、介護分野における事業型ＮＰＯの活動実態を明らかにし、それらが地域においてどのような役割を果たしているのか検討を行った事例研究である。
本研究の目的は二つある。第一に、介護保険導入後、指定居宅サービス事業者の指定を受け、公的介護保険市場に参入した事業型ＮＰＯの実態を把握すること。第二に、事業型ＮＰＯと同じ地域でサービスを提供している他の事業体との比較を通して、事業型ＮＰＯ独自の機能を抽出すること。以上の二点を明らかにした上で、今後、事業型ＮＰＯに期待される役割について展望し、事業型ＮＰＯに対する提案を行う。本研究では、九州地域の事業型ＮＰＯを事例として取り上げ、介護保険法の施行された2000年4月以降、現地で綿密なヒアリング調査を行った。
本研究を通して得られた知見は以下の二点である。第一に、事業型ＮＰＯは公的介護保険市場において今のところ市場シェアは低いものの、一事業体としてそれなりに存在しているし、また他の事業体と比較しても遜色なく、むしろ優位にサービス提供を行っている。その一方で、継続的な活動にあたっては、事業型ＮＰＯは多くの課題を抱えている。課題に対する対策のひとつとして、アンブレラ組織（統合組織）の活用があげられる。第二に、事業型ＮＰＯが多目的型組織として活動メニューを多様化させるという方策があげられる。すなわちこの文脈においては、事業型ＮＰＯは介護サービスの提供にとどまらず、地域住民への介護以外のサービスの提供や地域に潜在するニーズの発見、多様な就労の場の提供といった地域ベースの複合体としての役割を果たすことで、事業体としての基盤を強化するということである。

The Role of Earned-Income-type NPOs in the Elderly Care Field
: Effects and Possibilities Created by the Introduction of Long-Term Care
Insurance
This study is a case study which
investigates the actual activities of earned-income-type NPOs in the elderly
care field and examines such NPOs’ role in communities.
There are two purposes in this
study. First, we grasp the states quo of earned-income-type NPOs participating
in the “market” created by Long-Term Care Insurance. Second, we identify the
expected functions of earned-income-type NPOs through comparisons with other
organizations which provide the elderly care service in the same area. After
making clear these two points, we will make a proposal for earned-income-type
NPOs so that they will be more substantial players in the field. In our
survey, we chose earned-income-type NPOs in Kyushu area; we did a field work
in the area since April 2000 right after the Long-Term Care Insurance was
enforced.
We reached the following two
conclusions. First, as a business organization, an earned-income-type NPO is a
solid one, and adequately competitive with other organizations in the same
market, though the current market share is quite small. On the other hand,
earned-income-type NPOs hold many problems especially with regards to
continuing activities. One of the methods to solve these problems would be
that the earned-income-type NPO utilizes “umbrella organization”. Second, the
earned-income-type NPO transforms itself into a “multipurpose” community based
organization. Earned-income-type NPOs could provide not only the elderly care
service but also other types of services, such as discovering potential needs
of the community, and creating jobs. That is to say, earned-income-type NPOs
can play a role as a community based business and voluntary
complex.
