Consortium on “Design of Disaster Prepared Information Society

Objectives

Building knowledge on information-communication technology and design, based on the experience of the Great East Japan Earthquake, to be utilized for disaster prevention, and conducting research into a new disaster prevention approach that can be utilized both in Japan and on a global level to establish a sustainable system to realize our objectives.

Activities

  • Building of knowledge on information-communication technology and design, based on the experience of the Great East Japan Earthquake, to be utilized for disaster prevention
  • Formulation of a framework for a new disaster prevention approach related to information-communication technology and design
  • Establishment of a system to realize new disaster prevention projects related to information-communication technology and design

Activity Details

Conducting research into both domestic and international cases, holding training sessions, disseminating information, and drafting proposals, in addition to holding regular workshops.

First: Tasks, including information sharing, to be conducted within 72 hours after the occurrence of a disaster
Cooperation between the public and private sectors, and overseas agencies
Implementation of the Act on the Protection of Personal Information (Special exemptions in emergencies/Set up of advanced agreement)

Second: Empowerment of local support bases
Development of the ICT infrastructure, networking and role sharing among human resources
IT Disaster Prevention Training

Third: Support networks
Public and private sectors, NGOs, medical establishments, fire authorities
Preparation for future disasters

International organizations, such as US Department of State: ACICIP International Disaster Response Subcommittee, presumed necessary for cooperation (information sharing) with overseas agencies

Outline of Research Activity Plan (First Year)

Preparation for Establishment:
– Holding a kick-off meeting before the start of preparation in late January, and initiating contact with related authorities.
– Seeking the cooperation of companies and organizations that can support the establishment of the consortium, up to March 11, 2013, two years after the Great East Japan Earthquake, while conducting the following actions:
(1) Formulating an action plan (how many times, dates/times, and locations) (2) Setting up of annual goals (a. connection building through workshops and information sharing, b. formation of proposals and actions as preparation for future disasters, c. transmission of information to overseas agencies) (3) Promotions to encourage participation in the consortium

General Meeting at Establishment:
– Sharing of a proposal for “Recovery from Disasters and ICT Conference” (Summary of March to September 2012). Sharing of an action plan and annual goals.

Workshops Based on the Action Plan:
– Conducting of quarterly workshops and the establishment and operation of an online community

Review (January to March, 2014):
– Reviewing of one-year performance. Formulation of an action plan and annual/long-term goals, for the second year.
